1.0 - The League
1.1 - SimonT Hockey Simulator (STHS)
Bar Down Simulation is a STHS based 30-team league, each team ran by one (1) Owner. The League uses the SimonT Hockey Simulator (STHS), Version 2. The League may upgrade to any future releases, if this occurs, an email will be sent out to all Owners. In the event that STHS releases versions 2.x, the League may switch to said version only after the completion of the current season.
1.2 - Code of Behavior
Here in Bar Down we strive for consistency and equality among decision making and league processes. Our goal is to be as unbiased as possible when it comes to league issues. We ask that you respect the league and the people in charge, so those people can return the respect to you. Treat others in the manner in which you would like to be treated. Be polite and courteous to others, and while rivalries are encouraged, know where to draw the line. Any racist or other disrespectful remarks are grounds for immediate dismissal. Not all trade offers are good ones, so avoid childish comments and instead reply with a simple “no thanks”. This league is for fun, and anyone caught cheating shall be immediately dismissed. League participants who do not abide by the code of conduct will be subject to dismissal.
1.3 - League Commissioners
The Commissioners New Jersey Devils (Joe) and the Nashville Predators (Kyle) are responsible for maintaining the League website, reviewing trades, and running of the day-to-day League operations. The Commissioners are also responsible for interpreting the rules as they exist and making additions or changes that need to be made.
1.4 - League Staff
The Staff serves as an advisory board, and votes on approval of Commissioner’s services. The Staff also serve as a trade review panel. If a posted trade is protested by any Bar Down Owner, the Staff will review the trade for fairness & equity. A trade may be rejected by majority ruling of the Staff.
1.5 - League Owners
There are 30 team Owners that make up Bar Down, each assigned to an NHL team.
1.5.1 - Participation
League participation is extremely important as it can make or break a league. There are plenty of ways to communicate, either through the Bar Down shoutbox, threads, email or texts. We ask our members to give in their cell numbers or Facebook so that they are easily reachable. This is very important especially while in the middle of a draft. Post-draft we ask that each member logs in at least once every couple weeks, if not, a notice of termination will be emailed to that team.
1.5.2 - Lines
Lines should be sent in at least a couple times a year (Pre-Season and Regular Season). If there is a suspension or injury on your team, we advise you to send in lines as soon as possible. Your team lines will be auto set when there is a suspension or injury.
1.5.3 - New Owners
Any new GM to join the league from now on will have to wait ONE week until they are allowed to make a trade. This doesn't mean you can't talk trades, however the new GM cannot post any trades until the one week freeze has ended. This is to give the new GM enough time to thoroughly read over the rules and get a feeling for how the sim league works.
2.0 - Rosters
2.1 - Roster Restrictions
Teams must have a minimum of 20 active, dressed, non-injured players on their pro roster at all times. Of these 20, at least 3 must be listed at each forward position (C, LW, RW), 6 must be defense, and 2 must be goaltenders. By sending in lines regularly via the GM Editor program, it will ensure that you remain in compliance with this rule. Teams are also enforced to have 4 goalies on their roster at all times. Teams may have a maximum of 23 active, non-injured players on the pro roster at any time during the regular season and playoffs, with 20 dressed and 3 scratched.
At no point in time can any team be over the 45 roster limit. If you are making a selection in either the Entry Draft or the Relegation Draft, you MUST announce a drop otherwise your pick will be voided.
2.2 - Goalie Restrictions
During the regular season a goalie may play a maximum 70 games, or 4,100 minutes, whichever comes first. If a goalie plays a 71st game, then that goalie will be suspended for the remainder of the regular season. If a goalie plays his 71st game on the last day of the season, then that goalie will be suspended for one playoff game along with your best rated skater.
2.3 - Player Positions
Forwards are allowed to play any position be it C, LW or RW. Defense can play either LD or RD but it does not have to be specified. Forwards cannot be played on Defense and vice versa.
2.4. Roster Suspension
Failure to comply with the roster requirements will result in a suspension of the teams highest rated player at each position until the roster requirements are met.
2.5 - Line Restrictions
As stated earlier, a valid roster must include 20 active, non-injured players. Of these 20, three must be listed at each forward position (C, LW, RW), six must be listed on defense, and two listed as goaltenders. A team must submit the best lines possible. Any team caught submitting lines that significantly hurt their chances at winning in order to throw games and tank will be subject to removal or loss of draft picks.

Owners submit their lines using the STHS Client, free download available on the STHS website. The essentials of using the editor are as follows. First, you must download the “League Files” from the Bar Down home page. Unzip the contents of the file onto your computer in the directory of your choice. While running the STHS Client, select “File > Open” and open the files for Bar Down. Select your team and from there it should be pretty self-explanatory. Once your lines are set choose “Save Lines”. Then send the Director of Hockey Operations an e-mail with the lines file attached. The filename should be “yourteam.lns”
2.7 - Player Ratings
Every player that has played in a Pro League (NHL/AHL) will be rated using the Player Ratings from the STHS website.

Bar Down uses ratings based on NHL seasons, and not by player performance during the Bar Down seasons. New ratings will be retrieved and implemented during the off-season from the STHS website.
3.0 - Trades
3.1 - Trade Assets
The ability to trade the following years pick will be activated at the end of the playoffs.
3.2 - Trade Limitations
Owners are not allowed to use future considerations while trading.
Off-Season trading rules:
#1 - BOTH teams must be out of the playoffs.
#2 - BOTH teams must have announced their drops for the Relegation Draft.
#3 - For the trade to be officially processed, both teams must have their original owner once playoffs are over.
#4 - Trades will not be processed until the post-season is over.
3.3 - Trade Deadline
Towards the end of every regular season will be a set deadline where trading will end until after the playoffs and all rosters are then locked. This deadline will occur after approximately 75% of the Bar Down season games have been played. The trade deadline will be announced during each season.
3.4 - Trade Process and Trade Efficacy
Both teams must agree to the trade terms before posting to the message board. A message board thread will be dedicated to the posting of trade announcements under Proposed Trades. Once a trade is confirmed by both Owners, a Commissioner will post it in Official Trades.
If you are proved to be at fault by either agreeing to a trade in a PM and backing out, or posting a trade without confirmation from the other GM beforehand in the private message there will be STRONG penalties involved as follows:
FIRST offense - Person who is at fault is unable to trade for 1 month.
SECOND offense - Person who is at fault is unable to trade for 2 months and forfeits a 3rd round pick (either current year or following year)
THIRD offense - Person who is at fault is unable to trade for the entire season and off-season until the start of the following pre-season.
3.6 - Waiver Wire
Once a player is placed on the waiver wire, any team may claim him for 48 hours. If two or more teams claim a player, the team who is the highest in the waivers priority list will get the player. Waiver priority is listed in the SIM and is determined by reverse standings.
4.0 - Prospects
4.1 - General Information
Any player who is still entry draft eligible not yet on a team cannot be signed and they cannot be drafted in the entry draft.
5.0 - Player Termination
5.1 - Retirement
If a player retires in the NHL while a League season is still in progress, then the player will retire at the end of the following League season. If a player retires in the NHL during the offseason, then he will remain in the SIM for the following season and retire immediately thereafter. Once a player retires from the League he forfeits his pay and his contract is voided.
5.2 - Playing Internationally
If a player decides to leave North America to play overseas, he will be removed from the SIM at the end of the following League season. A team can opt to hold onto the player in hope that they will return to the NHL. (For example Kovalchuk)
6.0 - Drafts
6.1 - General Information
Drafts will be held on the league’s message board. If an Owner cannot participate in the draft, then it is up to them to make arrangements to send in a draft list to the Commissioners or have someone draft for them. All Owners must give in their cell numbers or Facebook to the Commissioners or Staff.
6.1.1 - Draft Etiquette
One of the biggest issues with organizing a draft is that Owners often fail to respond promptly. When it is your turn to choose, Owners must make selections in a timely manner otherwise a Commissioner will auto the pick for them.
6.2 - Inaugural Draft

After all 31 Owners are hired and the league is ready to begin, an Inaugural Draft will be held. This draft will include all current NHL eligible players, including players from the 2018 NHL entry draft.
6.3 - Entry Draft
The Entry Draft will occur in the off-season. All players that were eligible for the previous NHL Entry Draft will be included in the Bar Down Entry draft and only these players. The entry draft will consist of three rounds. Owners will be allowed to trade during this draft. The draft order will be in reverse order of the previous years' standings, with the non-playoff teams entering a draft lottery. The draft lottery will affecft the top 3 picks in the draft; all other picks will be in reverse order of the previous season’s standings.
6.3.1 - Entry Draft Lottery
For all the non-playoff teams there will be a draft lottery held. The team who finished the season in last place will have the best odds of winning the lottery; the second to last team will have the second best odds, and so on. The lottery will have one winner. The Entry Draft lottery winner will receive a promotion of his 1st round pick.

Teams who finish in 1st-10th place will have to drop 13 players off of their total roster. Teams who finish in 11th-20th place will have to drop 10 players off of their total roster. Teams who finish in 21st-30th place will have to drop 7 players off of their total roster into the pool of players. The only exception is when a team is under the 45-man roster maximum.
Relegation Drops will be due 2 weeks AFTER the Stanley Cup Finals finish.
The order for the Relegation Draft will be based off the inverse order of the Bar Down standings, however there is no lottery for this draft. The 15 non playoff teams will select two times followed by the 16 playoff teams selecting twice. This will continue to alternate until round 7 where all 31 teams will participate based off the inverse order of the standings.
Relegation draft picks can not be traded. Owners have the option to pass on remaining picks or pass on all of their picks in the relegation draft at any point they deem necessary.
Players who are left over from the relegation draft return to their original team and it is up to the owner if they would like to keep or release said player(s).
7.0 - Special Events

At the end of each season, awards will be handed out. Some awards will be automatically given (Art Ross Trophy, William M.
